China’s President Xi Jinping has called for a new international body to govern artificial intelligence (AI). He made the announcement at the APEC summit in South Korea, saying the world needs shared rules to make sure AI benefits everyone.
Xi proposed the World Artificial Intelligence Cooperation Organization, which would be based in Shanghai. The group would focus on cooperation, safety standards, and fair access to AI tools.
His message was clear: China wants a leading role in shaping the future of AI technology.
A Direct Challenge to the U.S.
The move comes as China and the United States compete for technology dominance. The U.S. has taken a different approach, preferring flexible guidelines instead of a global regulator. Washington believes strict worldwide rules could slow innovation.
Xi’s proposal shows China is trying to build a global network of countries that support its vision for AI development and governance.
Focus on Shared Technology
Xi also encouraged countries to support the free flow of green technology. This includes clean-energy innovations, where China already has major influence. He said nations must cooperate to handle climate challenges and new technologies together.
“Our goal is to make AI serve all countries and benefit all people,” Xi told leaders.
Summit Signals Growing Tech Rivalry
Xi’s announcement came after a meeting with U.S. President Donald Trump at the summit. Trump left the event early, giving Xi a stronger platform to deliver his message.
Experts say China’s proposal is a strategic step to set global AI standards and secure long-term leadership in the technology race.
The plan will now go to other APEC countries for discussion. It remains unclear how many will support China’s vision, but the competition to shape global AI rules has clearly intensified.
